It has always been a cardinal part of our agricultural policy to maintain indigenous cultivator on land.

To secure this positive checks on

alienation of land have. been found recessary, Future policy may call for even more stringent checks. If we concede right to acquire land etc. to Chinese we could not repeat not deny same rights to Indians. Similar consideration applies to industrial and commercial enterprises.

I agree that first formula in telegram No. 1163 is less open to objection than that originally proposed, I feel however that we should avoid taking any step which might compromise us in our dealings with Indian land owners on our return to (?Burma);
